The Director of Water Quality & Environmental Compliance will be the point person for interactions and relationships with environmental regulators. This role will lead a team throughout multiple regions of New Jersey American Water and will serve as an in-house expert for water quality and environmental compliance requirements.
Primary Role
This position is ultimately accountable and responsible for the comprehensive direction and administration of matters dealing with the overall management of laboratories, water quality, environmental stewardship and environmental rules and regulations, including those associated with the Safe Drinking Water Act & Clean Water Act. Makes decisions and recommendations that are recognized as authoritative and have far-reaching impact on environmental activities. Initiates and maintains extensive contacts with key officials and company personnel. Executes departmental business plans and contributes to the development of functional strategies. Provides feedback to Executive Management for applicable policies and regulations.
Key Accountabilities
- Develops State Water Quality and Environmental monitoring program that ensures company compliance with regulatory and corporate standards and adherence to measurement and reporting schedules. Develops Environmental Management Plans.
- Continually reviews developing water quality and environmental regulations, provides input to the local, state and federal regulatory process and ensures that programs are in place to enable compliance and customer satisfaction.

- Advanced degrees could be considered as a substitution for a portion of experience.
- A DEP issued water and/or wastewater certification is a plus.

The Opportunity

The Team
Our Environmental team is a multidisciplinary team of ecologists, engineers, scientists, project managers, and attorneys working together to identify optimum environmental solutions for our clients. We have provided environmental consulting services in support of projects for over 40 years including a diverse and growing mix of infrastructure projects such as power generation (conventional and renewable) and transmission, oil and gas facilities and pipelines, water and wastewater treatment facilities, data centers, and food and beverage industries. As a full-service environmental consulting practice, services include impact assessment and planning, regulatory compliance and permitting, wetland and floodplain analysis, waterbody and water quality assessment, air quality permitting and management, environmental remediation, site due diligence, environmental noise assessment, pollution prevention planning, and climate action solutions.
Key Responsibilities
- Reviewing RFP documents and regulations to identify requirements for inclusion in project design.
- Participating in pre-bid site visits to identify potential environmental risks for inclusion during bid development.
- Conducting site visits during construction to audit internal/external environmental compliance efforts, resolve compliance issues, provide additional environmental awareness training, and generally support site management from an environmental compliance perspective.
- Developing and reviewing stormwater pollution prevention plans, environmental awareness training, environmental management plans, waste management plans, and other deliverables related to construction stormwater and environmental compliance for project execution.
- Developing and delivering internal training to engineering, project management, construction groups on construction stormwater and environmental compliance topics.
- Providing input, review, monitoring, preventative actions, and course-correcting actions on BV proposals, designs, and construction projects.
- Maintaining a current understanding of new technologies, methods, and practices in the construction stormwater and environmental compliance industry.
- Advising, Coordinating, and consulting with leaders from the Proposals, Estimating, Design, Environmental, Health, and Security (EHS), and Construction teams.
Preferred Qualifications
- Bachelor's degree in environmental studies, environmental engineering, or sciences preferred. Other degrees, specialized training, or experience that uniquely qualifies the individual to perform the job responsibilities may also be considered.
- 5+ years of experience environmental compliance consulting with proposal, design, and construction teams on infrastructure or industrial projects.
- Knowledge of federal, state and local permitting related to wetlands, wildlife, cultural resources, spill reporting, waste management, construction, transportation, and others.
- Demonstrated knowledge of stormwater regulations (related to NPDES and state-level programs), development of stormwater pollution prevention plans, erosion and sediment control plans, and stormwater best management practices.
- Experience with on-site environmental compliance on construction projects.
- Ability to explain complex permitting or technical requirements in an easy to comprehend manner.
- Demonstrated experience developing and implementing stormwater and environmental compliance training programs for engineers and construction field professionals.

We have an immediate need for an experienced Environmental Compliance Specialist to work with a company located in the city of Vernon.
Job duties and requirements for Environmental Compliance Specialist
- Support the Company Divisions to ensure that they meet all environmental regulatory requirements as dictated by local, regional, state, and federal regulatory bodies, including but not limited to, water discharges, SPCC plans, air emissions including Title V and New Source Review, flood management certifications, stormwater management, site remediation, and land use.
- Spearhead efforts to implement an Environmental Management System for the Company, and track, archive and maintain the operating permits for all Company Divisions. Such a system should include an inventory and calendar of environmental legal and regulatory requirements and commitments, a document control system, and compliance activity reports.
- Review current operating permits for all Company Divisions to ensure that they are up-to-date, being followed, and factor in any operational changes made at the Divisions.
- Travel to the Company Divisions or work remotely to perform audits under the guidance of the Corporate Production Manager to ensure Divisional compliance with current permits and regulations. Prepare reports on the audit findings and resolutions to be presented to the Corporate Officers.
- Pull and analyze operational data from the Company Divisions to compare against the related permits and ensure compliance and identify trends. Summarize this data for presentation to the Corporate Officers.
- Assist the Company Divisions with technical documentation and permitting applications, and serve as a resource to advise them on air, water, and land use regulations along with outside environmental consultants.
- Stay current on upcoming environmental regulations and report potential regulatory impacts that could affect the Company to the Corporate Officers.
- Work with outside environmental consultants to perform environmental compliance and address environmental issues that occur review resolutions, and oversee corrective actions under the guidance of the Corporate Production Manager.
- Work with others on new construction projects that have environmental impacts, as requested by the Corporate Production Manager, to help navigate the environmental compliance hurdles for projects and make sure the projects stay on track from an environmental compliance standpoint.
- Assist with the buying and selling of environmental credits (e.g. carbon credits).
- Research potential changes or additions to air pollution control systems that could lessen emissions and/or odors.
- Assist in identify outside funding sources for potential environmental projects as requested, such as anaerobic digestion, plant emissions reducing equipment, and converting trucks from diesel to CNG, and summarize the information for presentation to the Corporate Officers.
- Participate in site walk-throughs with regulatory agents and representatives as requested, and develop good working relationships with different regulatory bodies.
- Review Company NOV’s as requested and advise on the written and actual responses to these NOV’s in an effort to resolve them quickly, conclusively and for less cost to the Company where possible.
- Work with the Company “Legs/Reg’s” team on new and ongoing regulatory issues to ensure that the team is informed about issues timely, are kept abreast of new developments, and are part of any written or verbal communications with the regulatory bodies.
- Bachelor’s degree in Environmental Sciences, mechanical engineering a related field of study.
- Minimum of five years of experience in environmental compliance.
- Experience implementing an Environmental Management System (e.g. ISO 14001)
- Knowledge of principles and practices of environmental protection relevant to state and federal environmental laws and regulations.
- Proven ability to read and interpret statutes, regulations and policies.
